Subject: APSCUF policy on “Adjunct” or Temporary Faculty Pools
A great deal of time and effort has been spent on the subject of temporary faculty pools. This memorandum is intended to clarify APSCUF policy on the issue.
According to the APSCUF Statewide Temporary Faculty Committee, temporary faculty pools are not legal. In order to fill a position, departments must hold a search and vote each time a position is to be filled. [See attached]
At Meet & Discuss on 28 September 2006, APSCUF-KU asserted this same position. Temporary faculty pools are in violation of the Kutztown University Hiring Guidelines signed by management and APSCUF-KU on 16 August 2004. Specifically:
Hires are for individual positions only.
Each step of the hiring process articulated in the 16 August 2004 guidelines must be complete in order for the hire to be valid.
Neither management nor the individual departments can abridge this process in order to “certify” a hire.
In the future, APSCUF-KU will not approve hires made from “adjunct” or temporary faculty pools. We ask you to please keep this in mind during the academic year as the hiring process begins.
