VIRGINIA 2008 – County by County - Part II

County-wide analysis:

Here is a table of all 134 counties and independent cities, in descending order of partisan shift. This table is based on the raw numbers from the excel document. Also included is the county's % of the statewide PV from 2008 and 2004, plus the difference between the two („% shift“).

There are some new components in this table that were not in the OHIO or INDIANA analyses:

There is a column for type (C= county / I = Independent City) and a column for region in the state, which I have divided into nine regions (NW, NC, NW / WC, C, EC / SW, SC, SE).

There is also a column for the individual growth rate for each county, regardless of it's take in the statewide PV. So, it is possible for a very small county to have a large growth rate and still reflect a smaller percentage of the statewide popular vote.

How to interpret this table:

Example 1: The independent city of Harrisonburg (pop. Roughly 40,500) had a popular vote growth rate of 33.05% (this means, almost one third more voters voted in 2008 over the total PV from Harrisonburg in 2004) and increased it's share of the statewide popular vote pie by 0.05%, going from 0.34% of the statewide PV in 2004 to 0.39% in 2008. Moreover, Harrisonburg was a democratic pick-up in 2008 and had a partisan-shift (in this case, a cross-partisan-shift) of +29.37%, which is far higher than the statewide cross-partisan-shift of +14.50%, and is also the highest shift for the state overall. It is in places like Harrisonburg where Obama picked up a good number of votes, all contributing to a half-million vote increase for the democratic party over 2004. It's the old tale of lots of little fish adding up to one enormous fish.

Example 2: Fairfax, the largest county in VA, which accounted for 13.87% of the statewide popular vote and which also went for Obama in a massive landslide (60.12% to 38.93%), actually REDUCED it's take of the statewide PV: -0.56%. This is in stark contrast to INDIANAPOLIS (Marion Co. IN), which increased it's percent of the statewide take by +0.80%. The partisan shift for Fairfax was +13.88%, which was slightly under the statewide shift of +14.50%. So, in spite of the fact that Obama got 64,688 more votes in Fairfax county than Kerry did in 2004 and defeated McCain by 109,365 votes, the total popular vote in the county increased by only 54,875. 42 other counties in VA had larger partisan shifts than Fairfax county.

Example 3: Buchanan county was one of the two GOP pick-ups and went for McCain with a cross-partisan shift of +13.29%. However, the county had a NEGATIVE growth rate (-11.14%) and also lost ground in it's share of the statewide PV, -0.07% over 2004. So, McCain made a pick-up here, but the county got smaller and therefore had less pull on the state overall. As a matter of fact, 8 of the 9 counties that trended GOP in VA in 2008 were all in the SW corner of the state, either on the tri-state border to Kentucky and West Virginia (Appalachia) or very close to it, making this trend a geographically limited trend. Or to put this even more in perspective, 15 of 16 counties at the very bottom of this table (very light democratic trend or light to moderate GOP trend) were all from the SW corner of VA and the other county (Craig County, with an absolute 0% growth rate) is a neigboring county from WC VA.

Example 3 gives us some of the most enlightening data from this analysis. The campaign cry in September 2008 was that there were two Virginias: a „North Virginia“ and a „South Virginia“. But the reality is more like 5 Virginias: „North Virginia“, „Coastal Virginia“, „Southeast Virginia“ and „Central Virginia“ and „Southwest Virginia.“. Here is a county map of Virginia, by colors (blue= DEM win / red= GOP win):

Here we can clearly see that Obama dominated in the Northeast, the East Central, parts of the Southeast and parts of the central region. His win looks a little like a slanted „U“. McCain won the rest. So, it wasn't just the North against the south. Not only that, from the table you can see that the highest partisan shifts were mostly in the NE and the EC portions of the state. The more moderate partisan shifts in the NW and SC parts of the state and the lowest shifts plus the GOP trending shifts were in the SW and WC part of the state.

The counties that trended more republican than in 2004 are in gold plus the two pick-ups in red. The counties that barely trended democratic are in grey. All other counties (in white) trended democratic with more than 3%. Note the geographic phenomenon that occurs.

To get a picture of how unbalanced this all is, the combined strength of the 75 smallest counties (making 13.85%) = the electoral strength of Fairfax County alone (13.87%)!!
