Operation of Skateboards, Bicycles, Scooters, Rollerblades, and Other Personal Transportation Devices


Purpose/Rationale



  • The College wants to promote alternative forms of transportation to reduce our carbon footprint.



  • The Colleges wishes to ensure safe operation and use of skateboards, bicycles, scooters and rollerblades.


  • The College wishes to limit damage to persons and to our physical resources by inappropriate use of skateboards, bicycles, scooters and rollerblades.



This policy applies to:


Anyone using, operating or riding a skateboard, bicycle, scooter, rollerblades, or any type of personal transportation device on campus.



1. Riders must operate all types of personal transportation device safely.


  • Individuals may only ride on sidewalks, walkways and roadways.


  • Riders may not use these devices on the following areas, including, but not limited to: handrails, ramps, stairs, steps, benches, ledges, planted areas and other fixtures.


  • Riders must obey all traffic laws.


  • Devices may not be ridden inside buildings or within 25 feet of building entrance.


  • Exceptions for specific events may be approved by Student Activities or the College’s Risk Manager. Event organizers need to complete a Campus Production Report to request an exception.


2. Pedestrians always have the right of way:


  • People using skateboards, bicycles, scooters, rollerblades and any other type of personal transportation device need to dismount and walk if the area in which they are riding is congested.




  • People using skateboards, bicycles, scooters, rollerblades and any other type of personal transportation device must always yield to pedestrians


3. Users must safely store all types of personal transportation devices.


  • The Evergreen State College is not responsible for damage caused by improper storage of personal transportation devices.




    • Bicycles must be parked in bicycle racks. Bicycles may not be parked in hallways, along railings, fences, posts or other areas.




  • Personal transportation devices may not be stored in public access areas, including hallways, walkways and stairs.


4. Evergreen Police Services enforces this policy


  • Campus Police may issue a warning to anyone out of compliance with this policy. 


  • Violators whose behavior is egregious and/or dangerous may be cited without a warning.


  • Students who are out of compliance after receiving a warning will be sent to the campus Grievance Officer. 


  • Staff and/or Faculty members out of compliance will be reported to management.


  • Persons not associate with the College may expect to be cited for malicious mischief, or for Criminal Trespass.



5. Violators may be reported to Police Services.


  • Persons may report individuals out of compliance with this policy to Police Services for appropriate follow up.



Definitions



Criminal Trespass


Unauthorized use of College property. Persons who have been “Criminally Trespassed” are prohibited from being on the campus without special permission.




Scooter


Any device with two or three wheels, motorized or not, that a person stands on or sits astride to ride.




Personal Transportation Devices


Any wheeled device, motorized or not, used for individual transportation.
