•    In the event of an ICE Raid we cannot expect help from some of the normal government/relief agencies.

•    ICE does not give out a list of those taken in a raid.  This will have to be pieced together between Response team and constituents.

 

  
 
A. ORGANIZATIONAL STRUCTURE for Rapid Response Team

1.    Coordinator – Leader oversees major teams.

a.    Legal Team

b.    Social Services Team

c.    Media Team

2.    Each major team should have a coordinator.  All activities and their coordination should fall under one of these three major teams.

3.    Legal team of high importance.  As many as possible should be included in this team.

4.    Social Services Team should include other social service agencies and churches (faith based groups). Include clergy who can visit detention centers. 

5.    Media Team should include TV, print and radio contacts.  An local radio station in the language of the community is a necessity. 

a.    If raid occurs, feed the media constantly (daily). 

b.    Focus on rights violations.  Focus on humanitarian aspect.

6.    Churches and radio can be helpful in disseminating information about:

a.    Where those at risk can seek sanctuary.

b.    Providing a “heads-up” on possible raids.



 
B. POST RAID ACTIVITY

1.    Chaos can abound

2.    Need team to react immediately. 

a.    Reach out to community

b.    Record raid (if possible) – camera, video, news media

c.    Provide calming influence

d.    Gather info on who is missing

e.    Provide information, services, supplies

f.     Gather legal information

i.    Develop Intake Forms

ii.    Provide “workers” to help with filling out Intake Forms and to collect “stories” from those affected by the raid. 




C. FUND FOR FAMILIES

1.    Locate someone/some agency that is willing to set up account for aid to families.

2.    Create committee that includes leaders of potentially affected communities.

3.    Create process for decision making and disbursement of funds.



D. CHILD CUSTODY/GUARDIANSHIP

1.    There is a possibility of the ineffectiveness of power of attorney or other legal documents assigning child custody or appointing temporary guardians.     

2.    Need to resolve this issue so that our advice to those at risk is not misleading and so that there is a legally viable procedure to collect and protect                 children whose parents may be detained.

3.    If necessary some organizing may need to be done around the issue of effecting change in the way DSS is handling these cases.


E. TRAUMA THERAPY

1.    Establish some access for therapy for the families, community and for those working with the families.


F. TRANSPORTATION

1.    Suggestion:  That those who need to be transported to hearings, etc… are accompanied by a Spanish speaking community member or clergy person.
