Water Plan Resolution

Motion was made by Andrea K Wieder that the FSNA send the following resolution to City Council and that an addendum incorporating James King’s comments be attached:


Resolution:

"It is hereby resolved that the City Council of Charlottesville, in order to insure that City taxpayers and water-rate payers are not subject to unnecessary water-rate and tax increases, and to protect the integrity of the City-owned Ragged Mountain Natural Area, will prohibit any excavation, de-forestation, or road construction activities related to the proposed Ragged Mountain Dam, unless studies clearly demonstrate that the construction of such a new dam and pipeline is less expensive and less environmentally destructive than dredging of the South Fork Rivanna Reservoir as part of the Fifty Year Community Water Supply Plan."


James King’s comments:

1. We believe that the positions articulated by the local chapter of the Sierra Club through communications by Messieurs. Olivier and Cruickshank in hearings, mass media, and letters on the phasing and sequencing of studies, planning, and deliberation before any actions are taken to disturb Ragged Mountain are consistent with the views articulated by Citizens for a Sustainable Water Plan, and with our own as the prudent, responsible, and just way to proceed. Completion of studies of the economic, environmental, and ecosystemic costs and benefits of dredging, flooding, water recovery, reservoir and river silting, etc. and systematic phasing and sequencing of action alternatives should be accomplished before any commitment to building or disturbance of Ragged Mountain or any other part of the James River Basin. We propose that the Task Force complete its work and the results of all needed studies be synthesized in a way that makes sense for the total water plan. Dredging, water conservation, siltation prevention, stream flow maintenance and improvement, and long-term management of water resources will all then be included in a total plan that makes sense for everyone, in contrast to the current plan which has left so many important components of the total water problem dangerously unstudied.


2. We ask for phasing and sequencing of all the necessary studies to give us the total picture that will be sufficient to understand the complete picture needed for the total water plan that we should all have before any commitment is made or action is taken at Ragged Mountain or anywhere else. The Sierra Club is a responsible national environmental organization. We believe that what we are asking is the same as what its regional chapter has recommended. We hope that you as City Councilors can persuade the County Supervisors that not only City residents and County residents but also our whole regional ecosystem should be preserved by completing the water plan before taking any action in the name of future generations.

JPA Bridge

Motion was made by James King and seconded by Andrea K. Wieder that the FSNA compose a letter to the City requesting closer scrutiny of the latest VDOT bridge proposal and requesting that the bridge be kept, as originally requested by the City, at a width less than 60ft.


The FSNA voted favorably at 7:27pm.
