An ordinance regulating foreign entities that would to operate in Otero County for the express purpose of gathering information on, polling, or any form of census taking or any voter registration of the Citizens of Otero County.  Any foreign entity, representative of a governmental function not from New Mexico, non-governmental organization or non-profit organization that declares its purpose for operating in Otero County is for the express purpose of gathering information on, polling, or any form of census taking or voter registration of the Citizens of Otero County must register with Otero County as a foreign entity, subject its representative personnel to criminal background checks, be forbidden from photogprahing private property of Citizens, be forbidden to inquire anything more than pertinent information relating to census gathering information or polling questions or information pertinent to voter registration, and must leave any private property fifteen minutes after entering upon that private property for the express purpose of census gathering information or polling or voter registration.
