PLANNING CONCERNS
As PIC you are responsible for properly filing all necessary flight plans related to this flight so that your passengers are not inconvenienced or delayed. Note that your biggest concern is that Leesburg lies within the Washington DC Air Defense Interception Zone (ADIZ). You must be under the direct control of ATC for any flights within the ADIZ. You can best simulate this by flying under an IFR flight plan both approaching and exiting the ADIZ. Furthermore, you must file a plan that takes you into and out of the ADIZ by the most direct (not convenient) route possible. This may mean that you will have to fly around large portions of the Washington DC area. Note too, that much of the Chesapeake Bay is within restricted and/or prohibited flight areas. You will need to plan a flight that takes these restrictions into account.
I would
suspect this flight is best flown with either a single engine, or
piston twin aircraft. The distances are not great. You do not need
to finish this flight in one sitting, take your time and enjoy the
scenery along the Chesapeake Bay.
