W. claims this is a "safety item" and thus exempt from Compact regulations. We got it at the local hardware store, and chose the sturdier-constructed metal shovel over the more cheaply-constructed (and cheaper) plastic shove, so...[bought consciously, bought locally]...I'm okay with this.
